What is the rule for fascinators?

The only firm rule for fascinators at the Kentucky Derby is that the base of the fascinator headpiece must have a diameter/base of 4 inches or more. This minimum size requirement is so the fascinator makes enough of a statement and is proportional against a woman's hairstyle and outfit.
